Protests against Citizenship laws must be scaled up

There is a cause. The cause is the government of the day has promulgated Citizen Amendment Act with an Anti – Muslim agenda. The government then wants to make National People’s Register and for that a headcount is being done with some uncomfortable questions whose purpose is shrouded in mystery.  Then the government wants to create a National Register for Citizen that is intended to separate people who have proof of residence from people who do not have any such paper.

 To this there is massive reaction from the people from across the country. It all started with the Shaheen Bagh protest from Delhi, the people’s reaction spread across the country demanding from the government to take back CAA, NPR and NRC laws and do not question the Indianans of the India citizen.

The government is no mood to talk to the people let alone roll back its draconian laws. What seems government strategy is to make the people tired of their protests and let it die down for want of fatigue and any tangible result?  

On the contrary the protesters are in no mood to wind up their protest. They are sitting in for a peaceful protest in several cities of the country and their protest is inching towards 100 days mark.

The fact is the protests instead of fading out, is getting rekindled each day with reports of Saheen Bagah being created in another city and where citizens are squatting in protest against the anti-citizen laws of the government.     

The truth is the discontentment is brewing in the hearts and mind of people but the protests seem to have reached a dead end. In such situation what should done next is something that is being debated. 

No one is in a mood to allow the protest to fizzle out or retreat from here. A consensus is building that the anti CAA, NPR and NCR protests must be taken to logical conclusion and that is the repealing of the black laws by the government.
The fact is with neither the government showing any sign of relenting nor the protesters losing any ground, the story of the anti-citizen protests in India is not yet over.

The talk is a new strategy has to be formed to give a direction to their protest. But what should be the new direction to this protest?

The only possible direction that can be given to this protest and make it move forward is to march on to Delhi. The purpose is to raise the voice of dissent louder for the listening pleasure of the rulers of the country.

This march should be from every nook and corer of the country with national flag in one hand and with chant of Vande Matram the protesters should lay siege of the national capital. 

When the protesters march to Delhi, the pan India weight of the protest will give a new momentum to the people’s movement in the country.

Any such pan India march of protesters to Delhi should remain peaceful. Let the government test the resolve of the will of the people. Let the government stop the protesters from going to Delhi. Let the government arrest the protesters on the charges of sedition. Let the government create more jails and let more people being sent to jails.  

The will automatically take the current protest to the next level and will start the fill jail protest or jail bharo abhiyan.  After this let’s see what happens next.
This story can play itself out in people’s massacre like what happened at the Tienanmen Square from 15 Apr 1989 – 4 Jun 1989 in China.

The other scenario is if the government is adamant for the draconian laws it can declare national emergency under Article 352 of the Constitution because of the prevailing "internal disturbance." This may be the repeat of the National Emergency that was in effect from 26 June 1975 to January 1977.

The other scenario before the government is the realization that it has no other option than to relent to the wishes of the people’s movement and roll back its draconian laws. All this can happen only when the anti -government protests against citizenship laws is scaled up.

India’s Kashmir Policy has Triggered Several Struggles

The Modi government’s Kashmir policy since August 5, 2019 has triggered several struggles at several levels against India.  The first is by the people of Kashmir who got a fillip to struggle against India from the position of despair and alienation.  

The second, it has ignited a struggle in Pakistan to take on India head on its fascist policy on Kashmir. India has given Pakistan a moral ascendancy and it is leaving no stone un turned to raise its voice against India at every possible forum.

Third, India’s Kashmir policy has incensed the global community who are aghast at the denial of human rights, freedom of speech, press freedom; internet and mobile access to the people of Kashmir. The international community is also worried about India’s abuse of state power in Kashmir. The deployment of large number of security forces in Kashmir has made a case for international community to launch a struggle against India to set right human right injustices taking place in Kashmir.       

The fourth struggle India has ignited is within the county itself. The peace loving people of this country are at pain to see the trial and tribulation of the common Kashmiri folks.  As the sufferings of Kashmiri people prolongs, the ill-conceived Kashmir policy of the current rulers has saddened many Indians. Some Indians are giving moral support to the common Kashmiris to get free from the Indian bondage.    

Modi government on August 5, 2019 by rescinding Article 370 and 35 A has removed the ambiguity that prevailed in India’s stand over Kashmir since 1948. 

The Modi government did a game changer act on August 5 and essentially dished out three big bang theories altering the classical view of India’s stand on Kashmir.

First, Modi government claimed that the people of Kashmir have no role in deciding their future. Since the territory in question is inalienable part of India, the views of the people do not matter.  

In other words a new definition of democracy was made public by the Modi government on August 5; that democracy is of the state, for the state and by the state. 

Citizenship of India was up for grabs for the Kashmiris, while rest of India had to reel under new citizenship laws under CAA, NPA and NRC. It’s another matter, there were no takers for Indian bait and on the contrary it funneled anti-India sentiments among the people of Kashmir. 

Second big bang theory India propounded on August 5, 2019 was that Pakistan has no claim on Kashmir. In the new narrative Kashmir is inalienable part of India and bilateral talks if and when held between New Delhi and Islamabad on Kashmir will only discuss on the modalities of vacating the territories occupied by Pakistan.  

The third big bang theory Modi government revealed on August 5 2019 was that the territory in question is nonnegotiable and Kashmir is internal matter and  India will not tolerate any third party intervention/ mediation.  

All these three big bang theories propounded on Augusts 5, 2019 was to fix up the Kashmir problem with the assumption that by doing so, India will set the Kashmir house in order.  

However, all these big bang theories after rescinding Article 370 and 35 A are flying like muck on the Modi government’s face.  The buffoonery of India’s Kashmir policy is at splendid display when after arguing that rescinding Article 370 and 35a is an “internal matter” and India will brook no third party interference, New Delhi is now engaged in public relation exercise ferrying International delegation to Kashmir.

Why India is doing this public relation exercise to influence international opinion. Do not by doing so; India covertly acknowledges that Kashmir has an international dimension which it cannot wish away. 

The fact that India wants a ‘no objection certificate’ (NOC) from some handpicked European delegates to blunt the international criticism is recognizing the international nature of Kashmir dispute.   

 India’s exercise to ferry a group of EU members to visit Kashmir to assess the ground situation is a calculated risk.  It may work or may not work in its favor. These very delegates whom the government is courting now may turn its back and target India for violating human rights which comes under international law with India being its signatory. 

The complication of India’s Kashmir policy is getting compounded as the period of lock down in Kashmir prolongs. Modi government has fallen into Pakistani trap after internationalizing the Kashmir issue. It suits Pakistani interests because bilateral talks between India and Pakistan has not yet produced any result. Pakistani's are at joy that India by internationalizing the Kashmir issue may make the international community rebuke India for its wrong doings in Kashmir. Definitely, the visit of foreign delegations has compromised India’s new found stand on Kashmir. Modi government, it looks like, instead of strengthening its position has further weakened its grip on Kashmir.

India’s new position that it has closed the dialogue with people of the Kashmir. They have to accept India’s diktat as fait- accompli but this diktat is fraught with dangerous consequences.  Implicit in this diktat is to make Kashmir an Indian colony where the people of land have no choices.  However by doing no one has done a cost – benefit analysis to keep such colony under Indian rule?  

India’s claim that Pakistan has no locus-standi on Kashmir is highly contentious proposition. It is fraught with innumerable consequences. This stand has given Pakistan a huge impetus to lay claim on Kashmir. In fact, India has given Pakistan a moral ladder to ascend and canvass to the whole world  against its culpability.

India by challenging Pakistan’s claim on Kashmir is categorically denying any negotiated settlement on Kashmir. Such policy has many spin offs and may require full time occupation of Indian officials to plug in all the fall outs that may arise from such ill conceived policy.    

The last statement Modi government made on August 5 was to use state terror to contain anti-state terror in Kashmir.  In this narrative, some nine lakhs guns are used to hold some 90 lakh people hostage to maintain peace in Kashmir. Can state terrorism be justified to contain anti-state terror. Can state terror be de linked with anti-state terror?  Terrorism is terrorism, whether it is by anti-state actors or by the state as an instrument of statecraft.  

The only summery that can be deduced fro the discussion above the responsibility of the ill conceived Kashmir policy solely rest on the Prime Minister of India. Some feel Mr. Modi may have got away with his ‘demonetizing act,’ but this time his Kashmir adventure may have to pay a heavy price.

India’s exercise to ferry a group of EU members to visit Kashmir to assess the situation on the ground is a calculated risk or a diplomatic miscalculation is a talk in the country.  The buffoonery of India’s Kashmir policy is at splendid display when after arguing that rescinding Article 370 and 35 A is an “internal matter” and saying that India would brook no third party interference is now engaged in public relation exercise ferrying International delegation to Kashmir.

This is not the first but second instance that India is hosting a large number of foreign delegations to assess the situation in Kashmir.  Why India is doing this public relation exercise to influence international opinion. Do not by doing so India covertly acknowledges that Kashmir has an international dimension which it cannot wish it away.  Now given the political affiliations of these European visitors, what does this exercise is going to achieve?  Will the European delegation’s report put Kashmir in India’s kitty?

Third big bang statement Modi government made on August 5 2019 was that India will not tolerate any third party intervention/ mediation on Kashmir as it is internal matter and the territory in question is nonnegotiable.

All these three statements made on Augusts 5, 2019 was to fix up the Kashmir problem in India’s favor with the assumption India will have its way. And by doing India will set its Kashmir house in order. 

If Kashmir is an integral part of India and India will not tolerate any third party intervention/ mediation, then why India is inviting foreign delegation to Kashmir where common Indian’s are forbidden to travel? 

India on one hand say it do not want international involvement in Kashmir but at the same time wants a ‘no objection certificate’ (NOC) from some handpicked European delegates to blunt the international criticism. 

Modi government is also faced with another criticism as to why it prefers EU delegates over the US members. It is assumed that India can manage the EU delegation in far better manner than the US delegation. This in other words means US delegation may be difficult customers and India wants to keep them away.

India is taking a calculated risk. It may work or may not work in its favor. These very delegates whom the government is courting now may turn its back and target India for violating human rights which comes international law and India is signatory to such law.

As a plan B Modi government is taking the foreign delegates to Kashmir valley to get a NOC from them but in the process complications in India’s Kashmir policy is getting compounded.
First India is self-contradicting its stand on Kashmir. After saying it does not want any third party to interfere in the internal matter of the country India is deliberately internationalizing the Kashmir issue.

As such, Modi government has fallen into Pakistani trap who being fed up with bilateralism wants to internalize the Kashmir issue.  The visit of foreign delegations has compromised India’s new found stand on Kashmir. Modi government, it looks instead of strengthening its position has further weakened its grip on Kashmir.

This public relation exercise that the current government is engaged in is nothing but a figment of imagination that a NOC by some foreign delegates can pacify the international community and support India’s wrong doings in Kashmir.

International community is talking about India’s abuse of state power in Kashmir. The deployment of large number of security forces in Kashmir has made a case for international struggle against India’s ill-conceived policy in Kashmir policy.     

The fourth struggle India has ignited is within the peace loving people of this country. A large number of Indians are at pain to see the trial and tribulation of the common Kashmiri people. As the sufferings of Kashmiri people prolongs, the ill-conceived Kashmir policy has saddened many Indians.   
 
In sum, all the big bang statements India has made on August 5 rescinding Article 370 and 35 A are flying like muck on the Modi government’s face.   The responsibility of triggering many struggles against India solely rest on the Prime Minister of the country. Many feel that he has got away with his ‘demonetizing act,’ but his ill-conceived policy on Kashmir may have a price to pay. The only summery that can be made with all these struggles germinating against India is India’s Kashmir policy is an expressway ride to nowhere.

Indian Muslims have to make fresh political strategy to live in India

 Indian Muslims are at cross roads. The current situation in the country has given enough indications that Muslims are unsafe in India. In such a situation it is being hotly debated among Muslims that what they should do to safeguard their interests.

Muslims have always been a law abiding and peace loving citizens of this country. After Partition they  adopted defensive postures because they feared any communal regimentation from their side can incur backlash from the majority community.      So since 1947 Muslims have always flocked under the banner of some or other so called secular parties.

They have forfeited their pan-Indian political identity and split themselves into regional identities. They lived under the hope that the secular parties will protect them from anti-Muslim forces.

They also hoped that secular parties can create a climate of trust and their well being would be protected. Further, they hoped under such political arrangements they may flourish.

However, Muslims aligning with the secular parties have seen their future in jeopardy. In last seventy years or so none of the secular political parties has given them any share in the political power. What maximum they could offer is lip service of providing them protection and security to them. The secular political parties have failed to create a political climate where Muslims can flourish.

Instead the so called secular parties have helped in creating a situation where Muslims  identity is at stake. The current turmoil in the country centering on Muslims makes it clear that they are a defenseless community in India. The government, the court and secular parties all have failed to protect their identity. The current wave of Hindutva is hell bent to disrobe them from their life honor liberty enjoyed as citizen of this country.  
In the media’s anti-Muslim rhetoric is to be believed, the entire country’s energy is geared to extricate Muslims from its own motherland.  The situation has come to such a pass that Muslims have become the most vulnerable species in India.

In such a situation the dilemma before the Indian Muslims is what to do? The choice before them is to either rely on some or other political parties to defeat the anti-Muslim forces, or they need to make political strategies to protect their interests.

Some feel the time has come for Muslims to make choices. The choice is to either rely on some or other secular parties or to live in a political climate where they have to hear anti-Muslim rhetoric day in and day out.

The other choice is either to live in a climate of fear and insecurity or become the captain of their own ship and master of their destiny and steer their ship in the choppy waters of the country.

Its time Muslims may unite under one banner and milk the electoral cow of the country. If somehow they can produce a substantial block of MPs under one leader, then they may be able to secure their future in this country.

Their best bet for Indian Muslims is to go for the formation of a political party that has a pan India identity. Under such a political outfit Muslims can converge both at the regional and national level. This they can do by doing some serious electoral arithmetic exercise and produce a block of at least 15 MPs.

Once such a Muslim block of MPs is created at the national level, it can always be in a bargaining position to protect Muslims interests. Such political outfit can always be in power by aligning with whichever party rules the country.

An example of Lok Janshakti Party is before us. It has no pan India identity yet this political outfit has always shared political power with whichever government is in power. Even though it represents an insignificant number of electorates, it has held cabinet portfolios. If LJP can do it, what is stopping Muslims to form such a strategy of their own?

Some may ask which political party and political leader can lead them. In the current situation, the leader of All India Majlis-e-Ittehadul Muslimeen (AIMIM), Asaduddin Owaisi is the only Muslim who is heard speaking for the Muslim interests. Now imagine if he has a backing of more than 15 MPs, what could be the impact on the politics of the country.

It is clear that the kind of politics that is shaping up India, Muslims in the country have to decide whether they want to suffer catching the coattails of the political parties or have a political outfit that maybe powerful enough to stand on its own and share power in the political system of the country.

There may be some apologists who may argue Muslim communal politics would be detrimental for the community as it would invite Hindu backlash. This seems to be an argument more convincing in the fifties and sixties when Muslims were reeling under the trauma of Parturition of India.

Now, the situation is very different. Hindu India is trying to make its last ditch effort to stitch its open belly from where its caste groupings are oozing out. It’s has created a specter of Muslims to keep a semblance of Hindu religious identity intact. The other trick they have is selling the hyper nationalist agenda to keep their folks united.      

However, now the time is on a different roll call. It’s all about gaining electoral muscle and gain political mileage. If the case groups are busy doing such exercise, the religious groups like the Sikhs under Akalis in Punjab and the Christians under various political outfits in North-East are doing the same.

So, if the Muslims do the same there is nothing communal about it. The current political order in any case has demonized the identity of the Muslims. It has engaged in communal program and aided and abated Muslim’s lynching in broad day.

So, all these developments have given Indian Muslims enough food for thought to develop a political strategy to safeguard their interests.  The CAA, NPR NCR, Babari Masjid verdict, post Godhra communal riots verdict, anti-human moves on J&K etc has given the Muslim community enough ammunition to and ponder about the future political strategy of living in India. 

The message is simple, if politics is going to decide the future, then Muslim should the kind of politics they want to safeguard their future.   If Indian Muslims goal to share political power in the country, they must mobilize themselves to achieve such goal.  \

It is for the first time in last 70 years or so, a government has come into power in this country that is being called as anti- people. This government had inherited a country that had 7.5 percent growth rate. Now this government by its deliberate design has not only slowed down the growth rate but has pulled it down to 4.5 percent. It’s hard evidence that this government is anti-people. 

The BJP government in its first term in office made a big noise that by “demonetizing the currency” many of the economic ills of the nation will be straightened up. It gave several other rationales for the government’s decision. Now, many reports coming into open shed light that this government did an act of human rascality to give deliberate pain and agony to the people. This is yet another example to suggests that this government is anti- people.

Then, this government imposed Goods and Service Tax (GST) that hit a large number of small and medium traders. Many businesses had to be closed due to harsh tax regime imposed by the current government. Some say that this government in order to promote crony capitalism has hit on the belly of its small traders.

In fact since 2014 since when this government has come to power has done nothing that can be called development of the people. In fact it has played a destructive role in slowing down the economy.

Government has failed to address the core issues of the people like poverty, hunger, farmer’s suicide unemployment etc. In fact this government’s anti-people policies have only given pain and agony to the people of this country. 

The current government is anti-Muslim. It has come to power with an agenda to harass the peace loving Muslims citizen of this country. Right after coming to power in 2014, government hit upon the cattle trade mostly controlled by the Muslims. IT closed down cattle slaughter houses and rendered many Muslims jobless.

Then there were clutch of anti-Muslim laws enacted by the government. The first being ‘triple talaq’ issue, interfering in Muslim personal laws. Then abrogation of article 370 and 35A and changing the status of Muslim majority state of Jammu and Kashmir.  Then the Babari Masjid verdict of the Supreme Court went against the Muslims of the country.

The Citizenship Amendment Act (CAA) the National People Register (NPR), the National Citizen Register (NCR) was brought in to target the Muslims.  The current government has made it clear it do not want Muslims being citizen of this country.

The most dangerous trend in the country is that the people of the country have lost faith in the Supreme Court, the highest judicial forum in the country. It’s one sided judgment on Babari masjid – Ram Janambhoomi dispute was anti-Muslim. Thereafter its summery rejection of the review petition on its verdict has further reinforced the view that even having title for 500 years, Indian Muslim has no claims over its own place of worship.   

The recent Supreme Court’s verdict on post Godhra Gujarat riots of 2002 granting immunity to the riots accused and mass-murderers gives a sorry account of the highest court of India.

The continued denial of the fundamental rights to the people of the Kashmir valley has not moved the Supreme court into action even though numerous petition challenging government’s decision on Jammu and Kashmir is gathering dust.

Similarly, the Apex Court is buying time to give ruling over the government’s anti-constitutional Citizenship Amendment Act. The issues surrounding National People Register (NPR) and National Citizen Register (NRC) are also being overlooked by the top court. The Supreme Courts insensitivity on many burning issues has lowered the faith of the people and they are made to believe they will not get justice from courts of this country. This is the most dangerous trend developing in Indian Republic. 

Since 2014 when the BJP government has come to power it looks that media has become a caged parrot in this country. There is unofficial restriction on the Media and it appears that the ruling government has given a clear direction to the media that they have to praise the government’s policies if they wish to survive as private entity.

The main gag is media is on relinquishing its role as the guardian of the democracy and shun any moral ethical, objectivity concerns. The biased, slanted and pro-government media outlets are dotting the fourth estate. It appears people no more believe in the information given by the Media that has lost its credibility. This is another dangerous trend in the Indian Republic.     

Many international bodies like the UN, EU, and OIC have raised voices of concern at the current Indian government policies but instead of heeding to their concern, the government has engaged in either combating many international bodies and remains defiant to any such International concerns. Indian diplomats are full time engaged in doing his majesty’s service justifying the government’s actions before the international bodies. It appears the government of the day cares a damn about these international bodies and treats them as barking beasts.

The democracy in India is at risk because opposition political parties are complacent in challenging the government’s anti-people’s policy.  It is sad to see that the opposition political parties are raising feeble voices against the government policies. In turn what is seen is they are caught in moral dilemma of being pro people may not be construed as anti- national.  The muted response of the opposition to the government polices is the most dangerous trend developing in the country.

Monitoring the opposition political leaders throws the assumption that they fear being haunted like P. Chidambaram and therefore desists from opposing the government. This is another dangerous trend developing in the country.     

India is undergoing a metamorphosis, an ideological battle is on between a section of society that envisages Hindu India and a larger section who believe in secular India based on composite culture, unity in diversity, peaceful coexistence etc.

The ruling government though profess by the secular credentials of the constitution in reality wants to impose its Hindu India ideology on the people. It wants to supplant the secular vision of India with own vision of Hindu India. After coming to power, the government has built a huge momentum towards their project Hindu Rasthra.

All these are because the peace loving secular people of the country are insensitive, non-participatory in taking sides in the ideological tussle going on in the country.

However, things have started changing and a standard of revolt is seen among the people. The anti-CAA protest has united the people have against some dangerous trends developing in the country.

Their message is clear; enough is enough, when politics is going to decide their future, they who have to decide, what kind of politics they want.  It is for sure; they do not want the supremacy of Hindu Rashtra but wish to reestablish the democratic, secular and socialist character of India.
